Baker files bills for solar development

BOSTON – Gov. Charlie D. Baker last week filed legislation to establish a “long-term, market-predictable, sustainable framework” for solar development in Massachusetts.

According to a statement, the legislation looks to reduce costs to ratepayers while strengthening the clean energy economy in the state and meeting greenhouse gas emissions reduction requirements of the Global Warming Solutions Act.

If passed, the legislation would raise the private and public net metering caps 2 percent each, to 6 and 7 percent, respectively. According to a statement, the increase will provide immediate support for projects being developed in service territories where the caps already have been reached, providing the Mass. Department of Public Utilities with the authority to raise the caps further as needed in the future.

The legislation also provides for the development of a program to support solar development beyond 1,600 megawatts at a reasonable cost to ratepayers.
