Baker files legislation to? regulate ride-share networks

BOSTON – Mass. Gov. Charlie D. Baker last month filed legislation that would establish a statewide regulatory framework for ride-share transportation-network companies such as Uber, Lyft and Sidecar.

Dubbed “An Act Establishing Department of Public Utilities Oversight of Transportation Network Companies,” the legislation would clear the way for Massachusetts to “embrace … innovation in transportation,” as well as outline standards for industry and consumer safety and close gaps in insurance.

Key components of the legislation include:

n Giving the Mass. Department of Public Utilities the authority to develop and enforce a modern regulatory framework for the companies, allowing for collaboration between the state and municipalities and the companies.

n Require drivers have a full state Criminal Offender Record Information background check, with DPU developing disqualifying offenses in coordination with the Mass. Executive Office of Public Safety and Security.

n Massachusetts would be the first state to adopt standards negotiated in cooperation between insurers and the companies. Vehicles will have $1 million in minimum coverage.
