NEWPORT – Rear Admiral Moises DelToro III will relieve Rear Admiral Michael E. Jabaley Jr. as commander of the Naval Undersea Warfare Center during a change of command ceremony Friday at 10 a.m. at the center.
The guest speaker will be Vice Admiral William H. Hilarides, commander of Naval Sea Systems Command.
DelToro will be responsible for operating a research, development, test and evaluation, and fleet support center for submarines, autonomous underwater systems and offensive and defensive weapons systems in his new role.
The center employs more than 4,700 government civilians and military members, providing the Navy’s core technical capability for the integration of weapons and combat and ship systems into submarines and undersea vehicles.
DelToro, a native of South Bend, Ind., enlisted in the Navy in 1980 and was commissioned through the University of Utah Navy ROTC program in 1987, where he received a bachelor of science degree in mechanical engineering. He also holds master’s degrees in engineering management from the Catholic University and resourcing national security strategy from the Industrial College of the Armed Forces.
DelToro commanded the USS Rhode Island from 2005 to 2008, and also previously served as executive officer aboard the USS Salt Lake City, as an engineer officer aboard USS Maine and as a division officer aboard USS Pittsburgh.
Ashore, he served as executive assistant to the director of submarine warfare; nuclear propulsion officer candidate program manager at Navy Recruiting Command; action officer on the Joint Staff; and as non-nuclear enlisted community manager at the Navy Bureau of Personnel.
After entering the Navy’s acquisition professional community in 2009, DelToro served in assistant program manager positions, as well as the program manager for undersea defensive warfare systems from December 2011 to April 2015.
Jabaley, who reported as commander of NUWC in September 2014, is scheduled to become the program executive officer for submarines in September.
The NUWC is the Navy’s premier research, development, test and evaluation, engineering, and fleet support center for submarine warfare systems and other systems associated with the undersea battle space.
