DOA has new policy for community service grants

PROVIDENCE – The Department of Administration is implementing a standardized payment policy for general revenue-funded community service grants.

The policy, announced in a July 14 press release, standardizes grant payment across the executive branch and requires formal grant submissions from organizations that are receiving community service grant funds, whether they’re itemized in the state budget or received through an application process. All grant recipients’ submissions will be posted on a transparency portal so members of the public can see where and how their taxpayer dollars are being spent.

Agencies will be required to solicit responses to questions on how they will sustain their project after the grant funding ends and whether any of their employees or members of their immediate families are elected officials, for example.

Awards will be finalized via a grant agreement, which will be based on the work plan and grant budget detailed in those submissions. Grant recipients will be required to maintain documentation of all expenditures related to the grant for at least six years after the end of the grant period. •
