PROVIDENCE – Mayor Jorge O. Elorza has made several appointments within his administration, including the addition of Evan England as press secretary and Adolfo Bailon as neighborhood services director.
England previously managed Seth Magaziner’s campaign for general treasurer. Bailon worked for U.S. Sen. Barbara Boxer, D-Calif., for more than a decade, focusing on state and municipal infrastructure, and environmental, transportation and immigration reform.
Larry Eichler, a lawyer, will serve as director of strategic partnerships.
Bonnie Nickerson, a planner with the city since 2001, will serve as acting director for the Department of Planning and Development.
In addition, several other administrators will continue their roles, including Human Resources Director Sybil Bailey, Inspections and Standards Director Jeffery L. Lykins, City Collector and Acting Recorder of Deeds John A. Murphy, and Tax Assessor David Quinn.

“I am excited to welcome such talented and capable individuals as Evan England, Adolfo Bailon, Larry Eichler, Bonnie Nickerson, Sybil Bailey, Jeffery Lykins, John Murphy and David Quinn into my administration,” Elorza said in a statement. “Whether they have served our city for years or are just beginning their careers in public service, each has demonstrated great energy and commitment to working on behalf of Providence’s residents to create a city that works.”
