Federal Hill needs to get ahead of potential reputation damage

Federal Hill has occupied a special place in Providence’s self-image for a long time. But in many people’s eyes, that place is being challenged.

This week’s cover story examines the changing face of the neighborhood, specifically Atwells Avenue. The traditional home of the state’s Italian-American culture, Atwells has world-famous restaurants, authentic Italian markets, and bakeries that sell cakes and cannoli just like in the old country. But newer establishments – including nightclubs – are bringing a different crowd to The Hill. An increase in violent crime is starting to register with potential visitors.

The city has stepped up foot patrols in the neighborhood, and that is a good thing. If Providence wants to retain its lofty standing among sophisticated travelers, fear for personal safety has no place on the menu.

But there are more issues, and they must be dealt with by the businesses on Atwells and its side streets.

First among them is trash. You want tourists, you don’t want them having to pick their way through litter as they make their way to a fine-dining establishment.

Next is snow removal. People wanting to walk the street should not fear for their safety from ice, uneven pavement and the full range of dangerous conditions that winter brings. This should not be a difficult issue to solve, since all the merchants on the street want business.

The Downtown Improvement District has offered to extend its services up to The Hill, but it has been rebuffed. OK, it doesn’t matter how the street gets clean. Just get it done. •
