PROVIDENCE – Rhode Island is one of the worst states for business, ranking 46th – or fifth worst – in the nation for the second year in a row, according to Forbes.com.
Forbes wrote that the Ocean State “has been stuck in the bottom five for seven straight years.” One plus, it said, is that it has a high percentage of millennials compared with other New England states who can act as “cheap, trainable labor.”

West Virginia is the worst state for business; Forbes noted its population growth is the lowest in the country. The rest of the bottom five, in order, are: Mississippi, Maine, New Mexico and Rhode Island.
The best state in the country for business is Utah, for the fifth time in six years. Utah’s job growth was third-highest in the nation over the last five years, and energy costs are 23 percent lower than the national average. North Carolina was second, followed by Nebraska, North Dakota and Colorado.
Forbes’ 10th annual ranking analyzes states across 40 metrics related to costs, labor supply, regulatory environment, economic climate, growth prospects and quality of life.
