How important is the R.I. Economic Development Corporation's economic plan to the state's prosperity?

The R.I. Economic Development Corporation (EDC) just came out with its 2009 Economic Plan (READ MORE), and it differs from last year's focus on creating Innovation Economy jobs in a number of ways, the biggest being its broader approach to economic and work force development.

Given Rhode Island's budget problems, do you think that the state has the resources to implement the initiatives put forth by the EDC?
