PROVIDENCE – Robin Muksian will serve as the city’s director of administration, overseeing administrative aspects and operations while serving as senior adviser to the mayor.
Mayor Jorge O. Elorza announced Muksian’s appointment on Monday, saying she has had a long career in public service.
“She has been an asset with the Providence Public School District, and I am excited for her to join our team as we continue to strengthen our neighborhoods and city,” Elorza said in a statement.
Muksian will replace Brett Smiley, who took a position as Gov. Gina M. Raimondo’s chief of staff.

Muksian most recently served as executive director of operations for the Providence Public School District where she oversaw transportation, facilities, registration/enrollment, information technology, athletics, food service and school security. She also coordinated with the mayor’s office and council members on projects involving the schools. She served on a team that is creating the Newcomer Academy, a program designed to help students from environments without any formal education acclimate to the Providence school system.

Muksian, who received her bachelor’s and master’s degrees in English, as well as a Ph.D. in English with a specialty in rhetoric and composition from the University of Rhode Island, also previously served as assistant provost at New England Institute of Technology and as director of administrative services for South Kingstown and director of administration for Cranston.
In addition, Elorza said that Emmanuel Echevarria will serve as director of the department of innovation, replacing Nicole Pollock, who has been appointed chief of staff.
Most recently, Echevarria served as deputy director of innovation for the city, overseeing the office’s daily operations while concentrating on efforts to improve internal processes and service delivery to residents and businesses.
