Picerne inks 6th military housing privatization pact

NORTH KINGSTOWN – Picerne Military Housing has been selected by the Army to help develop a plan to renovate and privatize more than 1,600 homes at Fort Sill, Okla., and maintain them for the next 50 years.

The Fort Sill agreement brings the total number of units of military housing on which Picerne has such contracts to more than 20,000, or nearly a quarter of the 83,000 units at 45 domestic instillations to be privatized under the Army’s Residential Communities Initiative. The company was awarded similar privatization contracts at Fort Meade, Md., in 2001; Fort Bragg, N.C., in 2002; Fort Polk, La., in 2003; and Fort Rucker, Ala., and Fort Riley, Kan., in 2005.
To staff the new operation, the company said it expects to add three to five employees at its headquarters in North Kingstown and eventually to hire more than 100 people in and around Lawton, Okla., where the contract is expected to result in more than $370 million in development work for local businesses over the next half-century.
The contract calls for Picerne and the Army to jointly develop a Community Development and Management Plan for the residential community’s next 50 years. It will include an eight-year renovation and redevelopment program for the facility, expenses for which are expected to exceed $160 million.
Renovations and possible new construction at the military family housing complex will begin after the Fort Sill CDMP is accepted by the Army, the U.S. Department of Defense, Office of Management and Budget, and the Congress. Picerne also will be constructing new neighborhood centers and other amenities to meet the needs of military families at Fort Sill, the company said.
The company said it plans to submit the plan to Congress and the DoD in about six months and expects to take responsibility for the family housing at Fort Sill next September.
“The experience we have gained in more than 80 years here in Rhode Island and at our other five posts over the last six years gives us the knowledge and capability to bring our ‘Families First’ mission to military families in a way that is unmatched by our competitors,” Picerne said.
