PROVIDENCE – The Providence Center celebrated the opening of the Joyce House - a new program that will house homeless veterans with mental health and substance abuse problems - with Sen. Sheldon Whitehouse, Gov. Lincoln D. Chafee and Mayor Angel Taveras on Monday.

The facility, named in honor of Rhode Island activist for the homeless John Joyce, will house twelve homeless veterans and is located at 777 River Ave. in Providence.

The program, however, will go beyond mere housing, providing residents with access to a veterans’ affairs representative, a housing specialist, a homeless outreach worker and a peer navigator, for up to a year.

“This program is essential to helping formerly homeless veterans maintain housing over the long-term by addressing root problems that lead to homelessness including PTSD, substance abuse, isolation and criminal history,” Providence Center President and CEO Dale Klatzker said in prepared remarks.

The program is based on a model used by the Veterans Administration in partnership with the U.S. Department of Housing and Urban Development, providing veterans with the tools to decrease substance abuse and arrest and to increase skill level and income.

The Joyce House’s ultimate goal is to equip participants to achieve permanent housing and independence within their community, according to the release.
