Richard Bailey has been named captain of the SSV Oliver Hazard Perry, the official sailing education vessel of Rhode Island. He will take the helm in July 2013, once the ship is commissioned. Since 1972, Bailey has commanded more than six tall ships, including the HMS Rose, which he helped to rebuild and operate as a Coast Guard-inspected sailing school vessel until 2001. •
