PROVIDENCE – General Treasurer-elect Seth Magaziner announced that he has hired two key members of his treasury staff.
He said Patrick Marr will serve as chief operating officer and deputy treasurer for operations. Marr currently serves as a project manager in the state Office of Digital Excellence. In his new role at Treasury, Marr will oversee the unclaimed property and crime victims compensation fund programs as well as information technology, human resources and the central business office.

Lammis Vargas will serve as director of unclaimed property. Vargas is currently dean of operations at Blackstone Valley Prep Mayoral Academy Charter School.

In addition, Magaziner said Anne-Marie Fink will continue to serve as chief investment officer, a position she has held for about two years. Fink oversees the investment strategy for the state’s operating funds, the $8 billion pension fund and various other state assets.
After serving as deputy director, and most recently, acting director, Iwona Rusek will be named director of the crime victims compensation fund program. Rusek was instrumental in eliminating a 900-case backlog in the program and streamlining the claims process.
Said Magaziner: “I look forward to working with these talented and dedicated public servants who will help me bring a steady hand to the management of our pension fund, focus on job creation and provide the best customer service possible to both retirees and those Rhode Islanders who need assistance from the Crime Victims Compensation Fund and the Unclaimed Property Program. It would be an understatement to say that I’m anxious to get started with this important work.”
