Was Gov. Carcieri right to stop negotiating with union leaders on his plan to avoid layoffs?

When leaders of the state’s largest public employees union initially balked at letting rank-and-file members vote on a tentative deal with Gov. Donald L. Carcieri to avert layoffs, the governor refused to continue negotiating.

Two days later the leaders of Council 94, American Federation of State, County & Municipal Employees reversed course under the threat of layoffs and agreed to join other unions in letting its members vote. They opted to ratify the agreement.
