What is the biggest impediment to job growth in Rhode Island?

Recent national rankings have placed Rhode Island (and the Providence Metropolitan Statistical Area) near the bottom in terms of business climate, including a ranking of No. 50 from CNBC in its Top States for Business ranking.

Comments on the story have pointed to a substandard work force, high costs, corruption and the like as reasons for this ranking as well as others. Where do you stand on the issue?

Most states have at least one of the 4 big problems listed in the survey above. The worst thing is that RI has ALL 4 of these problems, and each of the 4 are quite SEVERE in this state. Why would a business choose to locate here when they could just as easily set up shop in MA, CT, etc? Oh yeah....because we have fabulous beaches.
