PROVIDENCE – Rosemary Booth Gallogly, the first woman ever to serve as Rhode Island’s state budget officer, will succeed Gary S. Sasse as director of the R.I. Departments of Administration and Revenue on March 1, the governor’s office announced Tuesday.
Gallogy’s nomination must be confirmed by the Senate. Sasse announced his resignation last week.
“During her tenure as budget officer, and throughout her distinguished career, Rosemary has consistently brought common sense principles, predictability and transparency to the state’s budgeting process,” Gov. Donald L. Carcieri said in a statement. “Her efforts have resulted in a continued strong credit rating and positive cash flow management, despite challenging economic times.”
Sasse added that Gallogly “has served the people of Rhode Island with the highest integrity and professionalism, and has the qualities and proven track record to succeed in this new role.”
Gallogly, 51, first joined the R.I. Budget Office in 1980 as an assistant budget analyst trainee and since then has worked for five governors. She served as deputy budget officer from 1991 to 2001.
Gallogly was appointed the state’s budget officer in November 2001, succeeding Stephen McAllister, by Robert L. Carl Jr., then-director of the R.I. Department of Administration. She was the first woman named to the job in Rhode Island’s history.
Gallogly also served a term as president of the National Association of State Budget Officers, and in 2007 the association awarded her its Gloria Timmer Award, which recognizes exceptional budget officials. The R.I. Public Expenditure Council gave her its Robert M. Goodrich Distinguished Public Service Award in 1998.
Gallogly attended Classical High School in Providence and went on to earn a bachelor’s degree in finance and a master’s in business administration, both from the University of Rhode Island. She lives in Wakefield with her husband and two children.
If confirmed by the Senate, Gallogly would be the second woman to lead the administration and revenue departments.
Beverly Najarian, who retired last month as Carcieri’s deputy chief of staff, was director of the Department of Administration from 2004 to 2008 and interim director of the newly created Department of Revenue from 2005 until Sasse’s appointment in 2008.
Deputy Budget Officer Thomas Mullaney will take over Gallogly’s responsibilities as acting budget officer, the governor’s office said. Mullaney has been deputy budget officer since July 2008.
Mullaney, 48, who earned his bachelor’s and MBA degrees from Providence College, joined the budget office in 1996. He lives in Providence.
