Providence, RI – January 9, 2012 – Pannone Lopes Devereaux & West LLC (PLDW) announces the promotion of five attorneys to Partner, including Linda E. Holden, Mohamedu F. Jones, Brian J. Lamoureux, Josh J. Meyer and Jeffrey W. Ray. The new partners are active in the practice areas of Corporate & Business Law, Real Estate & Commercial Lending, Litigation, Employment, Special Masterships and Municipal Infrastructure. In addition, the firm is pleased to announce the appointments of John (Jay) R. Gowell as Partner with the Business Law Team and Stephanie B. BRIAN J. LAMOUREUX
Practice Areas: Litigation, Employment Law and Corporate & Business Law

Mr. Lamoureux has an extensive legal practice including counseling clients on complex commercial litigation, employment issues, social media law, creditors’ rights, surety law, construction law, structured settlement transfers and student loan bankruptcy matters, and is qualified to serve as a receiver in Rhode Island Superior Court. He is a 2011 member of Providence Business News’ 40 Under Forty, and is a frequent presenter, published author and broadcast commentator on the topics of e-communications and social media in the workplace. He is admitted to practice in state and federal courts in Rhode Island and Massachusetts and before the U.S. Supreme Court.

LINDA E. HOLDEN
Practice Area: Special Masterships

Ms. Holden concentrates her efforts full time in her role as Deputy Special Master and monitor for mental health in the California Department of Corrections and Rehabilitation. She is an experienced and highly respected appellate lawyer, and is a former special assistant attorney general in Rhode Island and member of the Rhode Island Board of State Bar Examiners. She is admitted to practice law in Rhode Island.

JEFFREY W. RAY
Practice Area: Real Estate & Commercial Lending

Mr. Ray is a highly skilled attorney with 26 years of experience handling complex legal matters in the areas of real estate transactions and development and commercial lending and banking in the private, public and nonprofit sectors. He is admitted to practice law in Rhode Island.

JOSH J. MEYER
Practice Area: Municipal Infrastructure

Mr. Meyer has national experience in his practice which includes assisting clients with respect to public-private partnerships, alternative delivery construction projects and financing and refinancing of infrastructure projects, including waste-to-energy facilities, landfill gas-to-energy facilities, industrial facilities, water and wastewater treatment facilities, and residuals management facilities. He is admitted to practice in New York.

MOHAMEDU F. JONES
Practice Area: Special Masterships

Mr. Jones concentrates his practice as a Deputy Special Master for mental health in the California Department of Corrections and Rehabilitation. He is a veteran advocate and attorney on civil rights matters in the U.S. and in his native country of Liberia, and is the founder of an advocacy organization for immigration relief for Liberian citizens in the United States. He is admitted to practice law in New York and Maryland.

JOHN (JAY) R. GOWELL

Practice Area: Business Law

Mr. Gowell has extensive experience in the areas of corporate law, finance and real estate development in both the private and public sectors, and has represented many private developers, public agencies and corporate clients in development, permitting, construction, leasing and financing transactions and in the purchase and sale of office buildings, shopping centers, assisted living facilities, nursing homes and other real estate assets. Mr. Gowell is a listed bond counsel in the Bond Buyer “Red Book”. His comprehensive legal portfolio of work also includes serving as special counsel to the State of Rhode Island with respect to matters involving economic development, public finance, procurement and transportation. He is admitted to practice law in Rhode Island and Massachusetts.

ZACHARY H. KLEIN

Mr. Klein concentrates his practice in providing legal advice to public entities involved in the construction, financing and improvement of all types of public facilities including water and sewer projects, municipal buildings, recreational facilities, transportation systems and other public projects.He is admitted to practice law in New Jersey.

STEPHANIE B. KOSMOS

Ms. Kosmos has more than a decade of legal experience advising clients on all phases of municipal infrastructure project development and asset ownership, including risk analysis, procurement practices and procedures, contract negotiation, asset operation, and regulatory compliance matters. She has represented governments of all sizes, including municipalities, counties, public authorities and agencies located throughout the country, as well as private companies on project development and asset ownership.
