Pannone Lopes Devereaux & West LLC (PLDW) Attorney Robert S. Knychalski was appointed Chair of the Rhode Island Committee of the Design-Build Institute of America (DBIA), New England Chapter for 2011. Teno A. West, PLDW Partner, who led the Rhode Island Committee for 2010, will serve as the New England Chapter’s treasurer next year. The DBIA is a membership organization that promotes the value of design-build project delivery, and teaches the effective integration of design and construction services to ensure success for owners and design and construction practitioners. Mr. Knychalski will lead the Rhode Island Committee’s membership development, networking and educational activities.

Mr. Knychalski is a member of the PLDW Municipal Infrastructure Team and Corporate & Business Counseling Team. His practice includes contract drafting and negotiation, business formation, mergers and acquisitions, corporate governance, corporate finance, municipal law and public finance. He counsels corporate and nonprofit clients in connection with acquisitions, financing, commercial and governance matters. Mr. Knychalski also has significant experience representing municipalities and government agencies on governance matters and municipal infrastructure projects, and frequently serves as bond counsel and underwriters’ counsel on various bond financings.

Mr. West leads PLDW’s Municipal Infrastructure Team and is a national authority on public- private partnerships, water and wastewater law, solid waste management alternative energy projects and procurement law; and design-build-operate initiatives. West represents government agencies across the country in his practice area, including drafting legislation required for undertaking alternative procurements and design-build and design-build-operate projects.
